When should you use the non-raid buff opener or [insert oGCD] in this weave slot instead of that weave slot?

Moving abilities such as Blasting Zone, Rough Divides, Bow Shock etc., even using No Mercy earlier in your opener will be entirely dependent on your party composition, kill time, phases, and number of uses.

Hitting 9 GCDs in No Mercy

Being able to hit 9 GCDs in No Mercy has little to do with your Skill Speed. While it will make the effort easier, it is not impossible to do so without it.

This video is an example of being able to hit 9 GCDs with next to no Skill Speed and at 100 ping. If you have trouble with 9 GCD No Mercy, please consider the timing of the No Mercy Buff and the amount of double weaves used in the video (I forgot one Rough Divide shhh).
